Mr. Leonardson's qualifications cover cargo ships, tank vessels, chemical carriers, barges, and passenger vessels. He is fully versed in all aspects of ASME codes and NBIC requirements for ASME Code Shops and authorized Inspectors. He has extensive application of SOLAS and MARPOL requirements. Besides supervising and training other Coast Guard inspectors, he has also conducted extensive plan review, weld procedure approval and nondestructive testing. He was a key inspector during the Ready Reserve Fleet Activation during Desert Shield/Desert Storm. He has installed radar systems on CG ships and designed mast installations on stability sensitive vessels. He approved the repair proposal and supervised repair of grounded container vessel requiring 45 tons of steel replacement. He was the inspector for a $9M construction project for three chemical barges with stainless steel tanks, responsible for welding procedures/fabrication. Mr. Leonardson applied the first use of acoustic emission testing and extensively used fluorescent magnetic particle non-destructive testing in $4.5M contruction project of 5 LPG bottle barges constructed from pressure vessels over 30 years old. He was the inspector for the construction of JULIET 184 Tension Leg Platform project footings and accommodation spaces with extensive oversight inspection responsibilities for structural fire protection.
